National Advisory Group (NAG)

- A Brief Background and History -

The concept of a National Advisory Group came about towards the end of 2003. Previous to this, Independent Living Community Services Ltd (ILCS) had been set up by CIL Carmichael House, and Rehab Services in 1996 in order to:

Over the years, lack of additional ILCS funding, and the number of organisations with a strong interest in Independent Living that had built considerable strength in regional and community development, meant a different approach was needed. While the original ILCS functions were still required, it was felt that the future involved keeping costs low and working closely with these key organisations that were now in a position to offer support and implementation services similar to those offered originally by ILCS. This, it was felt, would mean offering better services together, rather than duplicating or approximating anything already on offer.

Proposal

As a result a proposal was made at the close of 2003 to re-integrate ILCS planning and development functions into the activities and roles of CIL Dublin. This process started in February 2004 and brings about a new era for all CILs and an opportunity for the Irish Independent Living Movement to strengthen it's solidarity.

A key part of this re-integration is to initiate a National Advisory Group to advise and guide planning and implementation functions for CILs. At present an exploratory NAG group have come together in order to create an NAG Terms of Reference and Strategic Plan. It is envisaged that on completion of these two tasks in early 2005, a new NAG group will be formed in order to implement the plan.
