Background

The concept of a National Advisory Group (NAG) came about towards the end of 2003. At this time, a decision was made to re-integrate ILCS planning and development functions into the activities and roles of CIL Dublin. Initiating a National Advisory Group to advise and guide planning and implementation functions for CILs was identified as a key element in this process. An exploratory NAG group came together in August 2004. This group was an interim committee, task oriented - to write Strategic & Operational Plans for the NAG. It was envisaged that on completion of these tasks, a new NAG group would form to implement the plans. Following a large volume of stakeholder feedback to the draft plans from CILs, Government Departments, Statutory and Disability organisations, the plans were finalised mid-May. NAG Inaugural Group
With NAG Strategic and Operational plans finalised, the process of identifying and approaching prospective members to the permanent NAG committee began. Many Statutory and Disability Agencies were approached - working from the results of the vote on preferred non-CIL members to NAG taken at the February National CIL Network Meeting. At a National Network meeting in Leitrim on June 25th '05, nominations for CIL representatives to NAG were sought. A ballotting procedure was put in place and some weeks later a number of CIL and non-CIL representatives to NAG were finalised - click here for the list of current NAG members. The Inaugural NAG meeting was held on 12 October 2005 and was attended by CIL regions, the National Leader Forum, plus representatives at senior levels within Comhairle, DFI, FAS, Department of Social and Family Affairs, PWDI and the Forum of People with Disabilities. NAG Meetings

NAG Representation within the CIL Network - How does it work?

Leader issues are raised with a NAG 'link' person at local CIL level. If the issue cannot be resolved locally,  the 'link' person brings it to the attention of the Regional CIL Rep to NAG. The four regional CIL Reps to NAG meet prior to NAG meetings to discuss and prioritise issues to be added to the NAG agenda. From the NAG table relevant agencies are asked to address issues, and all results, whether resolution, lack of resolution, or action are reported back via the same structure to the Leader/Local CIL. NAG Launch - 22 February 2006
The official launch of the National Advisory Group and its Strategic Plan took place on Wednesday 22 February '06 at the National Disability Authority (NDA). The afternoon was opened by Eamon O'Cuiv T.D. (Minister for Community, Rural and Gaeltacht Affairs), and included the launch of two more initiatives within the Independent Living movement - IL Case Study 'Extending the Boundaries: Our Experience of Independent Living' and the 'Freedom Drive' DVD, which is about a recent mission to the EU parliament in Strasbourg.
