Independent Living Community Services

In 1992 the first Irish CIL was set up in Carmichael House, Dublin. The purpose of the centre was to:

1/ Offer advocacy and a campaigning representation role.
2/ Bring about a social model of service delivery.

By 1993, the centre also offered support and information to people with disabilities who wanted to establish their own local county CIL (supported by FAS’s funding of a mobile support team and FAS’s CE program).

Within a couple of years, it was apparent that the growing number of new CILs opening had an ongoing need for guidance and direction, as well as practical help in day-to-day operations.

ILCS ensured that each CIL kept its own sense of independence and identity, whilst benefiting from the experience of others and being part of a larger movement.

Over the years ILCS has been very successful, guiding, advising and offering practical operational help and support, particularly in the area of CIL set-up. In its first two years of operation, it was very involved in preparing existing CIL groups to become independent companies – thereby remaining truly grass root and controlled by people with disabilities at a local level.

In conjunction with CILs, ILCS also led and supported numerous funding (pre-budget campaigns) in addition to National and Local Disability Awareness campaigns.
