The European Network on Independent Living (ENIL) was founded in 1989, as an umbrella organisation for individuals and groups dedicated to promoting Independent Living among persons with disabilities and the general public throughout Europe. As John Evans OBE, President of ENIL says "ENIL as the main organization promoting and advocating Independent Living in Europe will continue to provide information and advice on issues relating to personal assistance users, direct payment schemes, and other support networks". It does this in a variety of ways including through its website www.enil.eu.com, which CIL Carmichael House assissted ENIL to re-design and launch in May 2003.
ENIL is a self-funded organisation. At the beginning of 2004 the organisation set about actively rectifying this situation. Funding was applied for under two different European sources, however the bid proved unsuccessful. In spite of this ENIL continued with its efforts to obtain sufficient core funding, including the aim as a prominent feature of their 2005 organisational workplan. The organisations debilitating financial status did not curtail the wide range of activities ENIL participated in during 2005. With strong support from Spain an agreement was reached with the President of Tenerife to set up a permanent ENIL secretariat there (previously based in Dublin). This project was a major part of the organisation’s activities in 2005.
One of the current pieces of work that ENIL is a partner in is the UNIACCESS project, The goal of this project is to promote and support the networking and coordination of research and innovation activities in the field of universal design of accessibility systems for public transport, involving a comprehensive group of stakeholders, with a view to achieving quality and equality of access to public transport in the EU.
