Afternoon
CIL Positions on the National Advisory Group (NAG)
The afternoon session began by Don Bailey giving an overview of the CIL positions on the National Advisory Group (NAG). The NAG will have five CIL representatives - one from each of the four EU constituencies, plus the CIL National Leader Co-ordinator. It is expected that there will be 2-3 meetings a year - based in Dublin, and it is planned to have the initial one on 28th July. The NAG Strategic and first year Operational Plan has been circulated to all CILs, with its official launch due in the Autumn.
Nominations were requested, and the following list of people were nominated:
Donal Danagher mentioned that he had a leader in mind that would be very interested, but he queried if CIL would be in a position to cover a leaders participation expenses. Martin Naughton replied that he would look into this, but that it was anticipated that some small reimbursement would be made in an attempt to cover some expenses. Jim Casey commented also that it was essential that PA users should be representatives. Martin Naughton responded that it was laid down in NAG Plans that 33% of the group should be people with disabilities. The discussion ended on a positive note in support for the NAG.
CIL Summer Progamme
Martin Naughton presented the projects within the CIL Summer Programme (see page 22 of presentation). He specifically asked for suggestions for a solidarity event to be held before the end of the Summer, referring to previous years events.
CIL Model
In order to better support all local CILs, a CIL model which grouped CILs according to their primary functions was suggested (click here to view). The meeting was asked to consider this model and revert back to CIL Carmichael House with any comments. It was emphasised that only 5 CILs per group could be accomodated - this was to allow individual needs to be adequately met. There was a concern that not all CILs would be included.
Finally, there was a brief discussion around 'Mainstreaming services provided through community employment to people with disabilities' prepared by DFI and IWA. The purpose of this is to ring fence the CE Health Scheme as promised by the Government bay in 2002. This will ensure the continuation of many of the disability and CIL projects.
The two sponsors have been in continuous discussion with public representatives to progress this initiative. There was some concern expressed on the age limit proposed by FAS on both CE worker and benefactor (Leader).
