Eugene has been working with CIL for the past decade. As Chair of the Board of Management, he encourages participation of the board members with regard to CIL activities and decisions. He also has a role in ensuring that the company remains financially viable.

CIL's early history was aimed at initiating services for its members and
the broader group of people with significant disabilities. In the ten years
of Eugene's involvement, it has divested itself of those services and now
concentrates on research, support and campaigning.
CIL now has greater funding to enable it to actually carry out some good
work as opposed to previously just surviving. However, with the re-integration
of ILCS, CIL now has a significant role and responsibility in supporting
the CIL network throughout the country. This support is to help the network
develop professionally and to help them access and focus on their goals.
For 2006, Eugene would like to see CIL continue to support the National
Advisory Group on Independent Living, and to carry out CIL's Video-Communication
project with 50 disabled pioneers. He would also like to see CIL take a
lead role in ensuring that new PA hours funding is used correctly to fund
CIL approved PA services for people with significant disabilities.
